General Regulations for Scientific Equivalency


Scientific equivalency procedures are conducted when transferring between universities inside and outside Iraq to the department to which the student is transferred, and from the student’s original college/institute upon approval of the transfer, according to the following:
  1. The student is accepted in the same academic stage if the courses are identical between the two colleges/institutes (transferring from and to), or differ by only one or two subjects, taking into account the annual academic system. The student may be assigned one or two courses (theoretical or practical).
  2. Differences in the academic system may include: academic calendar, calculation of completed credit hours, and grade equivalency. If the difference in subjects between the two colleges/institutes is one or two core courses, the student may transfer between higher or lower stages for adjustment and review by the original college/institute.
  3. If a transferred student must move to a lower stage due to not completing more than two courses, scientific equivalency is applied. The number of academic years is not counted ضمن the time limit for the student unless it results in delay during graduation clearance.
  4. The equivalency process must be completed within two weeks from the date of receiving the student’s academic file, and the student must be officially notified.
  5. Courses such as (Democracy and Human Rights) are not included in the equivalency calculation, and the student must complete them during the study period.
  6. Computer courses are not included in equivalency calculations, except for students studying in computer-related departments/colleges, and must be completed during the study years.
  7. Arabic language courses are not included in equivalency calculations and must be completed during the study years.
  8. English language courses are not included in equivalency calculations and must be completed during the study years, except for students in English language departments.
  9. Newly introduced or added subjects are treated according to Examination Instructions No. (134) of 2000 and its amendments.
  10. The above regulations are adopted for equivalency purposes wherever applicable.

Regulations for Transfer and Hosting, Including Scientific Equivalency Procedures
(According to the letter of the Ministry of Higher Education and Scientific Research / Department of Studies, Planning and Follow-up / Studies and Planning Division) No. T M/3/6946 dated 25/8/2024:
Scientific equivalency procedures are conducted when transferring between universities inside and outside Iraq to the scientific department to which the student is transferred, while equivalency is conducted in cases of hosting through the student’s original department.
First: In Case of Transfer
  1. Scientific equivalency is carried out by determining the number of credit units the student has completed since the year of admission and enrollment, and the extent to which the achieved learning outcomes match the required learning outcomes in the receiving college.
  2. The student is required to complete the remaining required units in the receiving university.
  3. Scientific equivalency must be completed within two weeks from the date of receiving the student’s academic file.
Second: In Case of Hosting
  1. The scientific department in the original university reviews the learning outcomes that the student will achieve and their compatibility with the required learning outcomes.
  2. The student bears the consequences of scientific equivalency to achieve the required learning outcomes in the original university.
